Homelessness on church property

Recently the Diocese has prepared guidelines for dealing with homeless people on church property. Vestry decided that a short summary should be provided in the newsletter.

Welcoming those experiencing homelessness must be balanced with our responsibilities for the safety and wellbeing of parishioners, visitors, and the wider community. Compassionate care works alongside the law and safety, often through collaboration with specialist agencies to discern the most loving response.

If someone is in immediate danger or requires urgent medical attention, please call 111. If you feel unsafe, remove yourself from the situation and contact the police. When engaging with people in these circumstances, approach them respectfully and introduce yourself and your role. It is preferable for parishioners to engage in pairs (or more) rather than individually, for health and safety reasons. Offer help or connection to support services, such as MSD Emergency Housing (0800 559 009) or the Christchurch City Mission (03 365 0635).

Homelessness is a complex social issue with no easy or quick fix. It often includes mental health issues, addictions and trauma. Parishes should not attempt to respond in isolation but should draw on the support of specialist agencies such as the Christchurch City Mission.

Any incident involving violence, injury or property damage has to be immediately notified to CPT and the Diocese.

A component of hospitality is ensuring the safety and dignity of all – including the vulnerable person, parishioners, and neighbours. Sometimes the most caring action is to help someone move to a safer, supported environment, not to leave them in a potentially unsafe camping arrangement.
